MGT Consulting Group is assisting in the identification of a Director of Student Services for Adams County School District 14 - Colorado.

2019/2020 School Year
1.0 FTE
260 days per year/5 days per week/8 hours per day

Lead, counsel, direct, and communicate all matters related to Special Education programs to achieve equity and excellence for students with disabilities. Educates and prepares recommendations related to areas of concern, potential legal issues, and programming standards. Align, create, and/or recommend policies and procedures for improvement of programs and activities for students with disabilities. Administer laws, rules and regulations for all stakeholders. Provide a timely response, resolution as issues arise, and report as required. Analyze data and provide feedback related to specialized educational operations and programming. Assist with providing and evaluating staff development programs. Collaborate with various sites, departments and related vendors to ensure stakeholder needs are met. Provide direction to staff regarding assessments, staffing, IEP development, reports, learning tools and resources. Monitor budget and funding. Contribute to the generation and utilization of Federal, State and private grants. Ensure positive public relations and relationship building necessary for trust, cohesiveness, and understanding with all stakeholders. May assist with translation and/or communication using second language skills when possible.
Construct, implement, monitor, maintain and lead the system of support for students with disabilities.
Establish and promote high standards and expectations for student services including academic performance by students with disabilities.
Oversee compliance in the administration, implementation, scheduling and evaluation of service delivery for IEP's and during annual reviews as required by State and Federal mandates and guidelines. Create and maintain legally required records/documents. Oversee the IEP process for all students.
Meet all state reporting and compliance mandates in a timely manner. Develop and submit State and Federal applications, documentation and reports as required; develop employee qualification criteria, monitoring checklists, student records protocols, fund management processes; monitor program implementation to ensure compliance; collect and analyze data to evaluate program effectiveness; develop reports and action plans to improve programs and services; present protocols and procedures, plans and proposals, evaluative reports to stakeholders as needed; provide on-going professional development.
Serve as a District liaison to ensure compliance with and guidance of required special education activities and programs.
Follow procedures for safe storage and integrity of all public and confidential student services records, ensuring that personnel and student record keeping procedures comply with State and Federal law and District policy.
Remain up to date on research about student learning, growth and development, and strategies in special education.
Provide adequate staffing throughout the system to meet the individualized needs of students with disabilities.
Encourage development, publication, and use of new procedures and techniques in order to achieve departmental goals.
Observe and evaluate assigned employees.
Attend administrative, Board of Education meetings, and other required events.
Perform other duties as assigned or requested.
Supervise and evaluate Support & Tech, Classified, Certified and Administrative employees.
Conduct supervisory responsibilities in accordance with the district's policies and applicable laws. Responsibilities include group facilitation, collaboration, and coaching, interviewing, hiring and training employees; planning, staffing and directing work; conferences, goal setting, formal and informal observations, ongoing feedback and employee evaluations; rewarding, disciplining and terminating employees; and addressing complaints and resolving problems
Prioritize and schedule work tasks independently.
Create and implement effective and efficient process management strategies (e.g., procedures, equipment, materials and supplies).
Project budgetary needs and plans for effective use of fiscal resources.
Maintain accurate records in accordance with professional standards, state guidelines, and school system policy.
Review processes for improvement opportunities and implement adjustments as needed to ensure quality results.

Master's Degree.
5-8 years teaching experience.
3-5 years Special Education Administrative experience.
Demonstrated experience analyzing data and providing/implementing recommendations to increase achievement.
Advanced experience in leadership and organizational behavior and development, and planning.
Demonstrated strategic and visionary skills with sound technical and analytical ability.
Demonstrated experience in the professional development of staff.
Advanced knowledge of current educational research as it relates to Special Education.
Knowledge of Colorado School Law.
Demonstrated experience supervising people and programs.
Bilingual (preferred).
Valid Colorado Driver's License.
Valid Colorado Principal License (preferred).
Valid Special Education Director License (in process, or willing to obtain within 2 years).

The noise level is generally moderate.
Mostly clean and comfortable.

Range 9 Admin Salary Schedule
Salary is dependent upon previous full time job related experience, and qualifications.
